Norman Wilson

Norman Wilson is the mayor's fixer, a City Hall operative who understands power as a set of favors owed and traded rather than principles held. He's sharp-tongued, unsentimental, and openly amused by the vanity of the politicians he serves, doing the actual work of governing while they posture for cameras.

Reg E. Cathey plays Wilson with a weary, wicked wit that makes him the show's funniest cynic without ever softening the corruption around him. His deadpan asides puncture political self-importance instantly, and Cathey's rich, unhurried voice turns even throwaway lines into some of the series' most quotable moments.
