Ninkovich

Ninkovich is one of the Bureau men orbiting the fledgling Behavioral Science Unit, a working agent more comfortable with paperwork and procedure than with Holden Ford's talk of psychology and killers' childhoods. He watches the unit's strange new direction with a mix of duty and quiet doubt, doing his job while making clear he isn't sold on it.

Lee Sellars plays him as the institution's low hum of resistance — not a villain, just a company man whose flat, procedural manner keeps reminding you how radical Holden and Bill's project actually is. He works because he needs no arc: his skepticism is the baseline the show is trying to move everyone else away from.
