Detective Terri Stivers

Terri Stivers is a homicide detective in Baltimore's squad room, joining a unit already thick with its own history and grudges. She is sharp, guarded, and unwilling to be anyone's token or afterthought, meeting the department's old boys' habits with a level, unimpressed gaze rather than deference.

Toni Lewis plays her with a stillness that reads as competence rather than coldness, letting Stivers hold her own against louder, more established personalities without ever raising her voice to do it. The show uses her to needle at the unit's blind spots around race and gender, and Lewis makes that friction feel lived-in rather than programmatic.
