Dep. Comm. William A. Rawls

Rawls runs the homicide unit like a man perpetually offended by the incompetence surrounding him — profane, punitive, obsessed with clearance rates and covering the department's ass. He wants clean numbers and no trouble from above, and he treats detectives like Jimmy McNulty who chase real cases instead of easy stats as personal enemies.

John Doman plays him as pure institutional menace, a bureaucrat whose cruelty is procedural rather than personal — until the show lets small, unexpected cracks of competence and even decency show through. The writing refuses to let him stay a simple villain, and that slow complication is one of the series' quiet pleasures.
