Councilman Thomas "Tommy" Carcetti

Tommy Carcetti is a young, ambitious Baltimore city councilman with an eye on the mayor's office and a genuine talent for reading a room. He's charming, restless, and quick to spot the failures of the current administration, using police brutality hearings and backroom conversations to build his name and his case for something bigger.

The show is deeply skeptical of reformers, and Carcetti is its sharpest test case: a man whose ambition and idealism are tangled together so thoroughly that even he can't always tell them apart. Aidan Gillen plays him with a politician's constant self-awareness, charismatic and calculating in the same breath, which is exactly the point.
