Winston Churchill

Churchill arrives in Peaky Blinders as a powerful government figure with his own uses for Tommy Shelby, dangling patronage and threats in the same breath. He speaks in the language of empire and expediency, treating gangsters and generals alike as instruments to be deployed. Charm and menace sit close together in him.

The show refuses the statue version of Churchill, giving us instead a cold operator who sees Tommy as useful rather than redeemable. Being played by two different actors across the run only underscores that this is an institution wearing a face, not a man — power itself, cigar in hand, always negotiating.
