Sam Rockwell gives Vic a loose, gleeful energy that makes him the show's id let loose in suburbia — funny precisely because he never learns anything and never intends to. He's the fun that costs other people something, and the writing lets you enjoy him while quietly clocking exactly why Frank can't quit him.
