He is the disembodied, booming voice that narrates in-universe broadcasts, commercials, and news bulletins throughout New New York — the classic stentorian TV pitchman dropped into the 31st century. He never appears on screen, never has a name beyond his function, and exists purely to sell absurd products or announce absurd events with total sincerity.

Billy West gives him the exact cadence of a mid-century game-show host, which is the joke: the future still runs on the same hollow, cheerful hucksterism as 1958 television. It's a tiny recurring bit, but that straight-faced bombast selling something ridiculous never stops being funny.
