Loyal to the President's better instincts, he's the one most willing to say the hard thing aloud.

Richard Schiff plays Toby's gruffness as armor over a genuine, almost wounded belief in decency, so the character's grumbling never curdles into mere crankiness. Aaron Sorkin's dialogue gives him the show's most severe moral lines, and Schiff delivers them like a man exhausted by how often he's right.
