Futurama's comedy often lives in exactly this kind of throwaway bureaucrat, a straight-faced relic of civic ceremony dropped into a world of robots and aliens. David Herman, a reliable utility player across the show's ensemble, gives the role just enough starch to make the joke land without overplaying it.
