Phil LaMarr gives him the dry, unbothered cadence of every DMV clerk and small-claims judge ever, which is exactly the joke: a machine adjudicating chaos as though it were paperwork. The character works because the show never explains him further, letting deadpan delivery carry the absurdity of futuristic law.
