The Honorable Judge 723

Judge 723 is one of the robot jurists who preside over New New York's courts, a black-robed figure of blinking lights and clanking authority who hands down rulings with the flat, procedural calm of a machine that has seen every possible human and alien folly and finds none of it surprising.

Billy West gives the bench a droning, bureaucratic monotone that turns absurd legal logic into deadpan comedy, part of Futurama's running gag that the future's institutions are just as arbitrary and tired as today's. A small role, but it lands every time it appears, because the joke is in the certainty.
