Simon is one of Negan's top lieutenants, a Savior enforcer who shows up at Alexandria and Hilltop with a grin and a threat in the same breath. He talks fast, jokes often, and clearly enjoys the power his boss's reputation gives him. Underneath the charm sits a temper that surfaces when things don't go his way.

Steven Ogg plays Simon as Negan's charisma without Negan's control, which makes him genuinely unpredictable — you never know if a scene will end in a joke or a killing. The writing uses him to show what happens when cruelty isn't tempered by discipline, and Ogg leans into the instability with a loose, unsettling ease.
