Senator Andrew Lockhart

Andrew Lockhart arrives as a senator chairing oversight of the CIA, and he is not there to make friends. Skeptical of the agency's methods and openly hostile to the people running it, he wants accountability, order, and control brought to an operation he views as reckless and unaccountable to anyone.

Tracy Letts plays him without a trace of cartoon villainy — Lockhart's objections to Carrie and Saul's methods are often reasonable, even correct, which makes him far more unsettling than a simple antagonist. The performance is dry, patient, and quietly immovable, and the show is smart enough to let him be right sometimes.
