He turns up mid-episode with a pitch already in full swing, all confidence and no hesitation, selling some too-good-to-be-true product or scheme to whichever member of Planet Express happens to be standing there. He wants the sale closed before anyone thinks too hard about what he's actually offering.

Futurama's world runs on background hucksters like this, and Phil LaMarr gives him the exact right register: a slick, untroubled patter that never once suggests he doubts his own nonsense. He's a small joke, delivered with total commitment, and that commitment is the punchline.
