He's introduced as a smirking careerist, and the show lets that ambition curdle slowly into something with real moral weight, without ever announcing the shift. Shinichiro Miki plays him with a lazy, needling charm that snaps instantly into cold authority the moment fire is involved, and that contrast is what makes him magnetic to watch.
