Roberts enters as a quiet instrument of the state, the kind of Englishman who never raises his voice because he doesn't need to. He works within institutions Tommy Shelby has learned to fear, watching, measuring, offering just enough information to be useful and never revealing what he actually wants.

David Dawson plays him with a stillness that reads as menace precisely because it never tips into theatre. The writing gives him no melodrama, just precise, unhurried dialogue, and Dawson lets every pause do the threatening. He's compelling because he never has to try to be frightening.
