Referee

The Referee shows up wherever Futurama needs someone official-looking to blow a whistle, call a foul, or make a ruling nobody in the crowd particularly respects. He is background furniture with a job to do — brisk, procedural, and utterly unbothered by the chaos of the 31st century unfolding around him.

Part of what makes Futurama's world feel lived-in is how confidently it staffs its margins with characters like this — a stock authority figure who never needs an arc because the joke is that bureaucracy persists even on a spaceship. David Herman gives him just enough deadpan competence to be funny without asking for more attention than the scene requires.
