Red Scare

Red Scare is one of Tulsa PD's masked officers, a hulking, Russian-accented detective who treats the badge as license for brute force. Introduced amid raids on the white-supremacist Seventh Kavalry, he's loud, aggressive, and utterly unbothered by nuance, more interested in cracking heads than asking questions.

He's a deliberate irony made flesh: a Cold War nickname worn by a man whose loyalties and menace cut differently than the joke suggests. Andrew Howard plays him as pure blunt instrument, all bark and swagger, which makes the show's later complications about policing and violence land harder precisely because he never softens to invite sympathy.
