He shows up wherever Futurama needs someone to sell the idea of enlisting, all polish and patter, promising glory and benefits with a grin that never quite matches the fine print. He wants warm bodies for the war effort and doesn't much care how he gets them, so he leans hard on charm, jargon, and flattery to close the deal.

Phil LaMarr gives him the oily cheer of a late-night infomercial host, which is the joke: recruitment as advertising, patriotism as a sales pitch. The writing never lets him drop the smile even when the offer is obviously terrible, and that gap between tone and content is where the satire lives.
