President McNeal

President McNeal is the mild, faintly bureaucratic head of Earth's government in Futurama's early days, popping up whenever some planet-wide catastrophe needs an official response. He speaks in the flat, reassuring cadences of a man reading from cue cards, treating alien invasions and giant mutant crises with the same weary calm as a budget meeting.

He's a small comic engine: the joke is that the most powerful man on Earth sounds utterly unbothered by whatever apocalypse is unfolding. Billy West plays him with dry, understated blandness rather than panic, which makes the absurdity of futuristic disaster land harder — competence as the funniest possible reaction.
