A background fixture of New New York's overworked, indifferent bureaucracy, this cop turns up whenever the plot needs someone to write a ticket, block a street, or shrug at chaos. He treats interplanetary catastrophe with the same weary boredom as a parking violation, more interested in procedure than justice.

Futurama's world runs on exactly this kind of deadpan municipal absurdity, and Maurice LaMarche gives the character a flat, put-upon officiousness that never begs for laughs but always gets them. He's a small cog, but the show's comic universe depends on cogs like him being played completely straight.
