He frets over paperwork, protocol, and pleasing his superiors, all while the ward around him lurches from one indignity to the next. He wants order in a place that refuses to provide it.

Mel Rodriguez plays him without a trace of contempt, which is the trick: Patsy could be a pure bureaucratic punchline, but there's real flop sweat and real decency under the clipboard anxiety. He's funniest exactly when he's most sincere, trying to impose dignity on a system built to grind it away.
