Paco is one of the many faces that flicker through the crowded margins of New New York, a small presence in a very big satirical universe. He turns up doing whatever the plot of the moment requires, brief and functional, more texture than protagonist.

David Herman is one of Futurama's quiet workhorses, giving distinct color to a rotating cast of bit players so the show's world feels populated rather than empty. Paco benefits from that craft: even a small role gets a specific voice, timing, and comic shading rather than generic filler.
