Norm Scully

Scully is one of the Nine-Nine's veteran detectives, permanently attached at the desk to his partner Hitchcock, doing as close to nothing as a job will allow. He eats questionable food, naps when he can, and drifts through crime scenes like weather nobody asked for. Competence is not really his department anymore.

The joke is structural: two grown men who should be mentors have instead calcified into furniture, and the show never explains it away, just lets it get funnier by accumulation. Joel McKinnon Miller plays Scully with a soft, unbothered blankness that makes each fresh horror about his life read as simple fact rather than punchline.
