A background gag in a single scene, one of a pair of interchangeable Nazi caricatures who exist purely to be swept up in whatever historical farce Futurama's writers have cooked up for that episode. He speaks little, exists mostly for setup and punchline, and vanishes once the joke lands.

Futurama's throwaway roles are half the show's comic engine, and David Herman's flat, deadpan delivery is exactly the register these bit parts need — treating absurd historical nonsense with total bureaucratic seriousness. The joke isn't the character; it's how straight-faced the voice work sells the surrounding lunacy.
