Morgan Proctor

Morgan Proctor is a starched, rulebook-clutching bureaucrat who turns up wherever paperwork and protocol need enforcing, and she enforces them with unblinking seriousness. She has no patience for shortcuts, excuses, or Bender's particular brand of chaos, and she says so in a flat, exacting voice that suggests she has never once bent a regulation in her life.

Tress MacNeille plays her utterly straight, which is the joke: a woman this humorless dropped into Futurama's anarchic universe becomes a study in comic tension, her prim exterior a setup for the show to slowly crack open the loneliness and yearning hiding under all that procedure. The reveal is funnier for how seriously she's played.
