Military Man

A background military officer who turns up whenever the plot needs a uniform barking orders, delivering exposition or overreacting to some cosmic threat with brisk, humorless authority. He treats every absurd crisis in Futurama's universe as a routine matter of national or planetary security, unbothered by how ridiculous the stakes actually are.

The joke is entirely in the mismatch: a stiff, by-the-book officer dropped into a show where the emergencies are lunacy dressed as bureaucracy. David Herman plays him with flat, procedural seriousness, which is funnier than any punchline he's given — the character works because he refuses to notice he's in a cartoon.
