He appears as one voice among the bureaucratic chorus of scientists who turn up whenever Futurama needs an official-sounding pronouncement about contagion, mutation, or some other looming catastrophe. He speaks with clipped authority, delivers a line or two of exposition, and vanishes back into the crowd of interchangeable lab coats.

The joke is Billy West himself, stretched thin across yet another incidental role, proving he can conjure a fully distinct bureaucratic drone out of nothing but vocal tics and comic timing. It's a small pleasure that rewards attentive viewers: spotting how many of Futurama's background voices are the same overworked actor.
