Malachi

Malachi appears as one of the many voices Maurice LaMarche brings to Futurama's sprawling universe of one-off aliens, robots, and background weirdos. Details of his particular scene are slight, but he fits the show's habit of populating New New York with strange, fully-committed bit players who exist for a joke or two before vanishing.

The character works because LaMarche is one of animation's great chameleons, capable of dropping a fully formed voice into a single line and making it memorable. Futurama thrives on exactly this kind of texture — minor characters given real vocal personality — and Malachi is a small example of that craft in action.
