Joel Steadman

Joel Steadman is an American intelligence officer drawn into Angela Burr's off-books operation to bring down arms dealer Richard Roper. Measured and institutionally minded, he weighs the risks of an unsanctioned scheme against the damage Roper is doing, offering resources and skepticism in roughly equal measure as the operation takes shape.

David Harewood plays him as the voice of professional caution inside a story built on reckless improvisation, and that friction is useful: every scene he's in tests whether Burr's plan can survive contact with people who follow rules. Harewood gives him gravity without stiffness, so his doubts feel like judgment, not obstruction.
