Jocelyn "Josie" Packard

Josie Packard is the widow of Andrew Packard, now running the Packard Sawmill in his stead. She's soft-spoken, watchful, and hard to read, moving through Twin Peaks with a quiet elegance that seems to mask something else entirely. Everyone treats her gently. Not everyone trusts her.

Joan Chen plays Josie as a woman perpetually composed in front of others and unreadable when alone, and the show uses that stillness beautifully — you're never sure if you're watching grief, calculation, or fear. She turns a stock noir type, the enigmatic widow, into someone genuinely unsettling to watch.
