Hood Ornament Thief

A furtive figure who slinks through the margins of New New York's traffic, prying hood ornaments off parked vehicles for reasons the show never bothers explaining. He appears, does the deed, and vanishes back into the background noise of the city's endless gags.

He's a blink-and-you'll-miss-it bit player, the kind of throwaway sight gag Futurama specializes in, and John DiMaggio's voice work gives him just enough sleazy, scurrying personality to land a laugh in half a second before the scene moves on without him.
