High Priest

The High Priest turns up whenever Futurama needs a robed authority to make pronouncements with total, unearned certainty. He presides over whatever ritual or cult the Planet Express crew has stumbled into, speaking in solemn, self-important cadences as if the universe itself hangs on his next declaration.

He's a one-note joke told perfectly: pompous gravity applied to utter nonsense, which is Futurama's whole comic engine in miniature. Billy West gives him the fruity, ceremonial boom of a man who believes his own hype, and the writers never let the character notice how silly he sounds — which is exactly why he's funny.
