Governor Phillip Blake

Phillip Blake runs Woodbury, a walled-off town that looks like a miracle in a dead world: lights on, order kept, people fed. He greets newcomers with easy warmth and a firm handshake, presenting himself as protector and civic father. He wants control of his people's safety and loyalty, and he is very good at seeming to deserve both.

Morrissey plays him as a politician first, a monster second, so the charm never feels like a mask slipping — it feels like the actual man. The writing lets Woodbury's comforts be genuinely appealing before complicating them, and Morrissey's calm, reasonable voice makes every later request land as reasonable too. That's the trick worth watching.
