He turns up whenever the show needs a slice of old newsreel or nature-documentary pastiche, intoning solemnly over some parody segment before vanishing again. He never appears as a character in the plot itself, only as a voice laid over the action, self-important and utterly certain of his own gravity.

Billy West, already doing half the cast, slips into a booming mid-century newsreel cadence that instantly signals the show is about to spoof something. The joke is entirely in the tone: pompous, portentous, and wrong for whatever ridiculous footage it's describing, which is exactly why it lands.
