Tress MacNeille built a career on exactly this kind of role: a one-scene functionary who needs no arc, only a voice sturdy enough to sell absurd exposition as routine. Her flat, official cadence is the joke, letting Futurama's writers drop a ridiculous plot point into the mouth of someone who sounds bored by it.
