She sits behind whatever counter the plot needs guarding—licensing office, city hall, some grim annex of red tape—and dispenses forms, denials, and bad news with total indifference. She wants nothing from Fry, Leela, or Bender except for them to fill out the correct paperwork and stop wasting her time.

Tress MacNeille gives her the flattest, most bored voice in a show full of screaming robots and gassy aliens, and the contrast is the joke: no matter how absurd the future gets, some clerk somewhere will still make you take a number. She's a small, recurring proof that bureaucracy is the one thing that survives the apocalypse.
