He delivers his lines with the flat confidence of someone who has seen far stranger cases than this.

Futurama's genius lives partly in throwaway roles like this, where a single scene of deadpan professional jargon lands a joke better than a marquee character could. David Herman gives the voice just enough weary authority to sell the absurdity straight-faced, which is exactly what these blink-and-you'll-miss-them background bits need to work.
