Deputy Inspector Frank Luger

Deputy Inspector Luger drops in on the 12th Precinct as the man nominally above Barney Miller, a rumpled old-timer who prefers reminiscing about the department's tougher, simpler past to actually managing anything. He delivers rambling pep talks full of mangled aphorisms, expects deference he doesn't quite earn, and seems perpetually baffled by the modern world he's supposed to be policing.

The joke is precision: Luger's non sequiturs and butchered sayings ('like the fabled dodo') land because James Gregory never winks at them, he plays total sincerity inside total confusion. Against Barney's exhausted patience, Luger becomes the show's running argument that authority and competence rarely arrive in the same body, and he's funniest for believing otherwise.
