Character

David Wellington

David Wellington in Homeland (2011), played by Linus Roache.

David Wellington is a senior CIA official, first seen navigating the fraught politics of the Islamabad station alongside Carrie Mathison. Composed, careful, and fluent in bureaucratic survival, he moves between competing loyalties—agency, government, and the people he works with—without ever quite showing his hand. He wants the mission to succeed and his own position to hold.

Linus Roache plays Wellington with a stillness that reads as control rather than blankness, letting small shifts in tone carry the weight of decisions he can't say aloud. The writing uses him as the show's institutional conscience and its most slippery operator at once, and Roache makes both readings plausible simultaneously, which is why you never quite relax around him.

David Wellington is the current White House Chief of Staff. Elizabeth Keane's chief of staff, close advisor and old friend has his hands full with the newly elected president. He tries to keep her on the straight and narrow but it's a difficult job, and his loyalty to her runs deep.
