Court Foreman

The Court Foreman appears when a Futurama plot lands, as it periodically does, in a courtroom, standing in for the jury's collective judgment. He is a background functionary given a single job: to rise, clear his throat, and deliver whatever verdict the episode's absurd legal logic requires, with total bureaucratic solemnity.

He works because Futurama treats institutional process as inherently ridiculous, and a deadpan foreman intoning a verdict about giant space wasps or robot rights lands harder than a joke that tries too hard. Phil LaMarr's flat, official delivery sells the gravity of nonsense, which is the whole gag.
