A jobbing tradesman who turns up to handle some piece of Futurama's absurd, oversized bureaucracy or infrastructure — the kind of brisk, no-nonsense worker who treats even the strangest 31st-century task as just another day's labor. He gets in, states his business, and gets on with it.

The joke is in the flatness: a character this minor delivered with total deadpan commitment, Billy West sliding him in among his dozens of other voices without fanfare. It's a small, disposable bit of world-building, but it's the kind of throwaway texture that makes Futurama's universe feel lived-in rather than empty.
