Commissioner

The Commissioner is one of the countless small-time officials who pop up in Futurama's future to rubber-stamp whatever absurd institution the plot needs running — a sport, a contest, a bureaucratic ruling. He speaks with the flat, self-important certainty of a man who has said the same speech a thousand times and expects no argument.

Billy West can drop into a voice like this for thirty seconds and make it feel like a fully formed person, giving even a glorified extra a specific cadence of officious boredom. It's a small joke about how the future still runs on the same tired functionaries as the present, and West sells it without ever winking at the audience.
