Maurice LaMarche's rich, theatrical baritone is doing a straight parody of golden-age broadcast hucksterism, and the joke lands precisely because he never winks at it. The commercials interrupt the plot for seconds at a time, but that voice alone conjures an entire absurd future economy of scams, additives, and cheerful doom.
