Colonel K

Colonel K is Danger Mouse's superior, a walrus with a military bark who runs operations from behind a desk stacked with maps and gadgets. He briefs the agents on each new threat to world security, blustering and impatient, clearly fond of his best operative even as he grumbles about the state of the world.

He's a straight-faced parody of every gruff spymaster who ever sent a hero off with minimal information and maximum confidence, and Edward Kelsey plays the harrumphing bluster completely straight, which is exactly why it's funny. The joke is that he's a walrus taken utterly seriously by everyone around him.
