Character
César Gaviria
César Gaviria in Narcos (2015), played by Raúl Méndez.
César Gaviria enters Narcos as a career politician and Liberal Party figure in Colombia's brutal early-1990s landscape, a man threading his way through kidnappings, bombings, and negotiation traps set by Pablo Escobar. He is cautious, pragmatic, and burdened by the weight of a country unraveling around him, trying to hold a fragile state together.
Méndez plays Gaviria with a restrained, almost weary gravity, letting the character's exhaustion and calculation show through small gestures rather than speeches. The writing uses him as the sober counterweight to the show's chaos, a man forced to negotiate with monsters while keeping his own hands clean, which makes his quiet moments of resolve genuinely compelling to watch.
Gaviria was the campaign manager of presidential candidate Luis Carlos Galán before the latter's assassination by the Medellín cartel in 1989 for supporting an extradition treaty with the Americans. As per the wishes of Galán's son, Gaviria became the new presidential candidate of the New Liberalism party was tasked to continue Galán's legacy.
