Captain Kaido

Captain Kaido appears as one of the many uniformed instruments of Imperial order threading through Andor's story — a military officer doing a job, following procedure, unremarkable to himself. He speaks in the flat, procedural register of institutional power, more concerned with protocol than people, a small cog whose ordinariness is the point.

Andor's great trick is making its functionaries feel like real bureaucrats rather than villains, and Jonjo O'Neill plays Kaido with exactly that unglamorous precision — brisk, unbothered, utterly convinced of his own reasonableness. The show doesn't need him to be cruel for him to be chilling; his calm is the horror.
