Bureaucrates

A minor functionary in the tangled red tape of the far future, Bureaucrates appears exactly where you'd expect a bureaucrat to appear: behind a desk, enforcing some absurd regulation with total indifference to the chaos it causes. He wants forms filled out correctly and rules followed to the letter, nothing more.

David Herman, a Futurama utility player who voices several background and one-off characters, brings the flat, put-upon monotone that makes low-level cosmic officialdom funny rather than menacing. The joke isn't the character himself so much as the show's delight in giving even the 31st century tedious paperwork and someone deadpan enough to administer it.
