Bureaucrat

The Bureaucrat is one of the faceless functionaries who staff Futurama's endless government offices, guarding forms, stamps, and procedures with total indifference to the people affected by them. Encountered whenever Fry, Leela, or the Planet Express crew need something official done, he is smug, unhelpful, and thoroughly satisfied with his own small authority.

He's a distillation of every maddening desk clerk anyone has ever met, and John DiMaggio plays him with a nasally, self-satisfied drone that makes the character's petty power trip genuinely funny rather than just irritating. The joke lands because the writing never lets him be competent, only obstinate — a perfect little monument to red tape.
